This error is the latest error, which is only proposed on the github warehouse on tensorflow, so you can't find it on Baidu.
It was proposed by bug of tensorflow 10 days ago, and only one place on the WAREHOUSE of github was proposed.

Change the previous code:
saver.restore(sess, 'D://model.ckpt')
Just put a dot slash in front of it.
saver.restore(sess, 'D://./model.ckpt')
If your directory is too complex to understand, use this (load the latest saved data in the checkout file by default) :
module_file = tf.train.latest_checkpoint('E://deeplearning-master/deeplearning-master/tensorflow-program/save/')
with tf.Session() as sess:
sess.run(tf.global_variables_initializer())
if module_file is not None:
saver.restore(sess, module_file)
