The general firewall setup rules for this FTP server apply to Windows(both server and desktop), Linux servers, and possibly other operating systems.

When the FTP server is configured, the program that initiates the FTP service (such as svchost.exe or FileZilla server.exe) instead of just the port allows access to the firewall, and the program (svchost.exe Windows in particular) takes no arguments.

With the exception of svchost.exe, the "Windows service master process" (svchost.exe, C:\Windows\System32\ svchost.exe) must be allowed through the firewall by "allowing programs to communicate through the Windows firewall" in the control panel.

The same goes for FileZilla, but instead of using the "allow programs to communicate through the Windows firewall" in the control panel, you can use the "advanced security Windows firewall."
